Commission Staff Working Paper - Tracking EU financial integration

The Commission released a working paper pointing out a number of indicators to monitor European financial integration. In the forthcoming years, EU financial services policy will focus more on implementation and enforcement, rather than setting up a new Financial Services Action Plan. Therefore, effective implementation and supervision of the EU regulatory framework requires a clear need to monitor the progress of financial integration in a systematic way and to develop a policy tool to provide guidance in prioritising further actions.

The Commission Services present a preliminary start-set of indicators, recommended to form the basis for regular policy guidance. The objective of the indicator project is to provide a regular policy guidance tool for understanding deficiencies in the financial integration process and prioritising areas for remedial action.

Commission services intend to come forward with annual reports on financial integration and stability based on the approach set out in the present report, starting with a first regular report in the first half of 2004.
