The Lamfalussy legislative procedure has moved beyond its original aim of speeding up European Union securities market rulemaking to play a decisive but unintended role in turning the EU into a more truly bicameral system. This has been achieved by granting the European Parliament call-back powers over implementing measures, or comitology, for the first time once the new European Constitution is ratified by the 25 member states.
